The inspector has said your project needs certificates from a HERS Rater.
It is quite rare that only a basic duct test is needed. Most often there is also a requirement of a Cooling Coil Airflow test and a Refrigerant Charge test. The state provider also charges a certification fee. Make sure you get all of the charges from your HERS rater before you start the process.

Duct testing can indicate the relative leakiness of the ducts and help determine whether the duct system should be sealed, repaired, or renovated.
