A Completely New System is defined as changing all components including New Duct Work.
In Climate Zones 2, & 8-15 the HERS
testing requirements are a Refrigerant Charge and Airflow Test (RCA) with a
Duct Sealing test (must test < 6% of rated fan flow) and if the address is in Climate Zone 10-15 (2, 8 & 9 exempt) an added Cooling Coil Airflow Test (CCA) (minimum of 350 CFM / Ton) and a Fan Watt Draw (FWD) (max 0.58 Watts / based on CCA Test) are required.
